One common argument for choosing a unique IP, is to stay under the radar. It's very easy to detect multiple connections coming from the same (shared) IP.
If I were Netflix I would be blocking all the heavily used single IPs first because I could knock out large numbers of users violating the rules in one hit.
Single users with a single IP on a netflix VPN are much harder to detect (you need more intel before you can be sure) and blocking these people only knocks out a single user at a time. Netflix hasn't got the time and resources to block every single VPN user so they have to go with the methods that block the most with the least effort.
Dedicated IPs, where the IP address is not part of a known block owned by a VPN or VPS provider, will probably be the last to go under. They might catch one or two out. But its logical these people will be the last ones holding out.
